The Transfer and Delivery of the Ministerial Position of the Ministry of Posts and Telecommunications was held on September 27, 2013 at the office of the Ministry of Posts and Telecommunications under the presidency of His Excellency Deputy Prime Minister SAR KHENG, the Minister of Interior.
His Excellency KEM Mongkol, Deputy Secretary-General of the Royal Government has read Royal Decree No. នស/រកត/0913/904 of His Majesty Preah Bat SamdechPreahBaromneathNORODOM SIHAMONI, the King of the Kingdom of Cambodia, dated September 24, 2013, appointing His ExcellencyMr. PRAK SOKHON as the Minister of Posts and Telecommunications accompanied by 6 Secretaries of State and 7 Under Secretaries of State.
His Excellency Mr.SO KHUN, the former Minister of Posts and Telecommunications, who was transferred a new task to be a parliamentarian of Takeo Province, made a summary report on the job results of the Ministry of Posts and Telecommunicationswithin the last 5 years which in overall we concluded and assessed that during Techo SEN era, people living in remote rural areas are also able and have enough method to communicate sentimental information and the mutual advisement more convenient and fastest through the use of Postal and Telecommunication services better than ever, i.e. communications from rural to urban and to abroad in the whole world easier.
His Excellency Mr.PRAK SOKHON, the Minister of Posts and Telecommunications, who was newly appointed, said that on behalf of both old and new leaders of the Ministry of Posts and Telecommunications he had deep thanks to SamdechAkkaMohaSenaPadeiTechoHUN SEN, Prime Minister of the Kingdom of Cambodia, who offered a trust, an honor and an opportunity to him to serve the nation and the homeland in this high position. He further said that in this new mandate, the Ministry will continue the process of necessary reforms to overcome the challenges in the legal and policy framework, human resources institutional framework, service and management leading to achieve development goal on postal and telecommunication sectors with quality and efficiency, modernity and competition.
His Excellency Mr.SAR KHENG, Deputy Prime Minister, Minister of Interior, profoundly praised leaders and officials of the Ministry of Posts and Telecommunications who have done hard tasks better to make all departments of the Ministry gradually move forward. His Excellency Deputy Prime Minister strongly believes that His Excellency PRAK SOKHONin the position of the Minister of Posts and Telecommunications, who has ability, experience, creativity, and high patriotic spirit with the assistance of His Excellency, Her Excellency Secretaries of State, Under Secretaries of State, will definitely leads the Ministry of Posts and Telecommunications to have fruitfulresults contributing to the implementation of policies and Rectangular Strategy in Phase 3 of the Royal Government of Cambodia in the Fifth Legislature of the National Assembly to be effective. The Ministry of Posts and Telecommunications should focus on key tasks including the encouragement of the adoption of the Law on Telecommunications and other relevant legal arrangements to continue to develop the system of Posts and Telecommunications and to encourage private investment in information and communication technology modernization as well as continue to expand the building of the backbone infrastructure and continue to develop the administrative system on electronic management at both national and sub-national levels to be highly effective.
